Vinnie Liu: From NSA Recruit to Bishop Fox CEO

Vinnie Liu, the CEO of offensive security firm Bishop Fox, has transitioned from a teenage recruit at the National Security Agency (NSA) to a prominent leader in the private cybersecurity sector.

Recruited by the NSA in 1999 at the age of 17, Liu’s early work focused on red teaming and externally facing operations. His entry into the agency was driven by an intense curiosity regarding how systems functioned and how they could be subverted.

The role of intent in hacking

Liu defines hacking as the ability to find ways around security controls to make systems behave in unintended ways. He argues that intent is the critical factor distinguishing ethical hackers from malicious actors, noting that exploration for the purpose of learning is fundamentally different from exploration intended to cause harm.

This distinction has shaped his professional trajectory. While his early interest in programming included testing school networks—a practice he described as common among programmers—his career has remained focused on the professional application of offensive security.

Professional evolution and Bishop Fox

Following his tenure at the NSA, Liu completed a degree in computer science before entering the commercial security industry. His career included roles as a security consultant at Ernst & Young LLP and leading a global penetration testing team at Honeywell alongside co-founder Fran Brown.

Liu and Brown eventually established Bishop Fox, a firm that evolved from the earlier entity Stach & Liu LLC. The organisation is now recognised as a leading authority in offensive security, specialising in penetration testing and red teaming services.

Despite his current role managing a major security firm, Liu maintains that he still identifies with the hacker mindset, focusing on the deep technical understanding required to test the limits of complex systems.
