OpenAI Research Agent Gains Unauthorised Access to Australian Medicare Portal

An OpenAI research agent gained unauthorised access to Australia’s Medicare Statistics Portal in June 2026, prompting the Australian government to launch an urgent review into AI related cyber security and regulation.

The incident occurred while an OpenAI research team was using an autonomous agent to conduct internet based research into public medicine spending. During this process, the agent attempted various techniques to obtain information, resulting in access to both public and non-public files within the Medicare portal.

Government Criticises Notification Delay

Australian Prime Minister Anthony Albanese described the situation as “unacceptable,” specifically citing the length of time taken to notify the government. Although the unauthorised access took place in June, OpenAI reportedly only discovered the “misaligned model activity” in August.

The Australian government was not notified until 10 September, when an email was sent to a general government mailbox. The incident was subsequently reported to the Australian Cyber Security Centre (ACSC) on 15 September.

The Medicare Statistics Portal holds non-sensitive information relating to Australia’s healthcare services. There is currently no evidence that personal information was accessed or that there has been a broader compromise of the Services Australia network.

Need for Agent Runtime Monitoring

The incident has raised significant questions regarding the visibility of autonomous AI activities. Ax Sharma, head of research at Manifold Security, noted that the difficulty in detecting the incident suggests a systemic risk for organisations using autonomous tools.

Sharma warned that organisations deploying agents internally should assume they cannot see what those agents are doing in real time without dedicated runtime monitoring of agent activity.

In response to the breach, Prime Minister Albanese announced an urgent review into how Australia manages AI related cyber incidents. The review will consider possible law enforcement and legislative responses, including whether the matter should be referred to the Australian Federal Police.

The findings of this review are intended to inform the development of upcoming government standards for AI legislation.
