NCC clarifies submission requirements for dual Physical SIM and eSIM devices

NCC Issues New Legal Guidelines for SIM Replacement Security

The Nigerian Communications Commission (NCC) has provided guidance on the submission requirements for mobile devices that support both physical SIM cards and embedded SIM (eSIM) technology.

The clarification addresses the technical identification needs for hybrid devices, specifying the details required for proper device registration. As mobile hardware increasingly adopts eSIM technology alongside traditional physical SIM slots, the NCC is establishing a framework to manage these dual-capability devices within the national telecommunications ecosystem.

This guidance is intended to assist mobile operators, device importers, and consumers in meeting regulatory standards for device identification. By addressing the submission process for hybrid SIM hardware, the NCC aims to maintain accurate device records and ensure consistent registration across Nigerian networks.

The implementation of these requirements helps ensure that the unique identifiers for both physical and digital SIM components are correctly captured during the device onboarding process. This is critical for maintaining the integrity of the national device registration database.
