Police Want to Scan Faces in Public, Now Children Are Caught in the Facial Recognition Debate

Privacy and children’s rights groups are pushing back against plans to expand live facial recognition by police, warning that innocent people could be subjected to biometric surveillance without clear rules protecting them.

A growing coalition of civil liberties, human rights, racial justice and children’s rights organizations is calling on Nottinghamshire Police to abandon plans to deploy live facial recognition technology, arguing that the expansion of biometric surveillance is moving faster than the laws designed to protect the public.

The technology is designed to identify people in real time by comparing faces captured by cameras against a police watchlist.

Police say it could help officers locate people suspected of serious crimes and improve public safety.

Privacy campaigners see something very different: a system capable of turning ordinary public spaces into places where people’s faces are continuously checked against police databases.

Children Are Part of the Controversy

One of the biggest concerns is the use of facial recognition involving children.

According to civil liberties group Liberty, at least six UK police forces have used facial recognition systems to track children as young as 12, with concerns about how children end up on watchlists and whether adequate records are maintained explaining why they were included.

That has intensified calls for stronger safeguards.

Campaigners argue that children deserve particular protection because biometric information is uniquely sensitive and cannot simply be changed like a password if it is compromised or misused.

The concern becomes even greater when facial recognition is deployed in public spaces where people may have little practical ability to avoid being captured.

How Live Facial Recognition Works

Unlike traditional CCTV, which records footage that investigators can review later, live facial recognition can analyze faces as people pass a camera.

The system can compare those faces against a predetermined watchlist.

If the technology detects a possible match, an alert can be sent to an officer, who can then determine whether further action is justified.

Not every alert results in an arrest.

But critics argue that the technology changes the relationship between ordinary citizens and public surveillance because people can potentially be identified without actively doing anything wrong.

Police Say Non-Matches Are Deleted

Nottinghamshire Police says its proposed system would be used to identify people on police watchlists.

According to the force’s position reported by Cybernews, faces that do not match someone on the watchlist would be deleted within seconds.

That safeguard is important, but campaigners say deletion policies alone do not answer broader questions about the legality, accuracy and proportionality of live facial recognition.

They want clearer rules governing when police can deploy the technology, who can be placed on watchlists and what happens when the system makes a mistake.

What Happens When Facial Recognition Gets It Wrong?

Accuracy is one of the most sensitive issues surrounding police facial recognition.

A false match can turn an innocent person into a police lead.

That isn’t merely theoretical.

Liberty says it has documented a case in which a man was wrongly arrested for a burglary he did not commit after being identified through retrospective facial recognition.

The group has also highlighted concerns about racial bias and the use of facial recognition technology against young people and ethnic minority communities.

Earlier this year, Essex Police paused the use of a facial recognition camera following research that found significant differences in identification accuracy between racial groups.

Britain Still Doesn’t Have a Dedicated Facial Recognition Law

The controversy comes as the UK government moves toward creating a dedicated legal framework for facial recognition technology.

The government announced a consultation on police use of facial recognition at the end of 2025, while the King’s Speech in May 2026 included plans for legislation specifically addressing facial recognition technology. However, Liberty says legislation has not yet been introduced in Parliament.

That gap is at the center of the current dispute.

Campaigners argue police forces are expanding their use of powerful biometric technology while lawmakers are still deciding exactly how that technology should be regulated.

The Technology Is Becoming Harder to Escape

Facial recognition is no longer limited to experimental police trials.

It is increasingly appearing in transport systems, retail stores, public spaces and other environments.

At London Bridge, British Transport Police began a six-month live facial recognition pilot in February 2026. The system scans people passing through a designated recognition zone and compares their faces with a police watchlist.

Previous deployments have also raised concerns about children being incorrectly flagged.

That means the debate is no longer simply about whether facial recognition works.

It is about where it can be used, who can be watched, who controls the data and what protections exist when the technology gets something wrong.

Why Privacy Groups Are Sounding the Alarm

A face is fundamentally different from a password.

If a password is stolen, you can change it.

You cannot change your face.

That makes biometric surveillance particularly sensitive. Once facial information becomes part of a government or commercial identification system, questions about retention, sharing, security and future use become extremely important.

Campaigners also worry about the chilling effect of constant identification.

People may behave differently if they believe they are being monitored and potentially identified whenever they attend a protest, visit a public event or simply walk through a city center.

Police Face a Difficult Balancing Act

Law enforcement agencies have a legitimate interest in using technology to locate dangerous suspects and protect the public.

The challenge is ensuring that those benefits do not come at the expense of fundamental privacy and civil-liberty protections.

That balance becomes even more complicated when children are involved.

The question facing UK authorities is therefore not simply whether facial recognition can help police catch criminals.

It is whether the technology can be deployed with clear legal limits, independent oversight, transparent watchlist rules and meaningful safeguards for innocent people.

For privacy campaigners, the answer should come before the cameras are switched on.

For police, the technology represents another potential tool in the fight against crime.

And for the public, the debate raises a much bigger question:

How much biometric surveillance should people have to accept simply to walk through a public space?
