South Korea’s privacy regulator has imposed a record-breaking fine of approximately $410 million on e-commerce giant Coupang following a massive data breach that affected around 37.6 million people—more than two-thirds of the country’s population.
Authorities concluded that the incident was caused by inadequate internal security controls rather than sophisticated external hacking. Investigators also found that Coupang engaged in the improper collection of user activity data, further violating privacy regulations.
The penalty is currently the largest data protection fine ever issued in South Korea, reflecting growing regulatory pressure on major tech platforms to strengthen cybersecurity and data governance.
Regulators emphasized that the breach exposed serious weaknesses in how personal data was stored and accessed, including failures that allowed unauthorized access to sensitive user information such as names, phone numbers, and delivery-related details.
Coupang has acknowledged the regulator’s findings and is expected to review the decision, while also pledging improvements to its data protection and security systems going forward.
